The District Literacy Framework (2025–2029) outlines our shared vision and commitment to ensuring that every learner develops strong, meaningful literacy skills that support learning, belonging, and lifelong success. Literacy is foundational to student achievement and well-being, empowering learners to understand, communicate, think critically, and participate fully in their communities.

Grounded in equity, inclusion, and evidence-aligned practice, this framework reflects our belief that all students across diverse identities, languages, abilities, and lived experiences deserve responsive, high-quality literacy instruction. It emphasizes the interconnected nature of oral language, reading, and writing, recognizing language as the foundation upon which literacy develops and thrives.

The framework provides clear guidance for instructional practice across grades, highlighting comprehensive classroom instruction, early literacy development, assessment-informed decision making, and multi-tiered systems of support. It also underscores the importance of collaborative professional learning, ensuring educators are supported in implementing effective, inclusive literacy practices that meet the needs of all learners.

Through this framework, Sooke School District 62 reaffirms its commitment to fostering confident readers, writers, and communicators—students who are equipped with the literacy skills necessary to navigate learning today and shape tomorrow.
